EVALUASI KEBIJAKAN PROSES PENGADAAN BARANG/JASA PEMERINTAH DAN PENGARUHNYA TERHADAP IMPLEMENTASI LOCAL GOOD GOVERNANCE DI KABUPATEN FAKFAK PROVINSI PAPUA BARAT
Abstrak
Abstract; Implementation of good governance is the main purpose of the
implementation of regional autonomy, particularly in the provinces of Papua and West Papua, including the regencies/cities under their governance. Thus, in the long term, the objectives of this research are to contribute positively to the governance and to become the basis for
determining the direction of the management and implementation of development policies in Fakfak towards good governance. In order to achieve the objectives and targets, this research will be managed well and
properly in accordance with the procedures of scientific research using the quantitative descriptive method as well as an analysis tool of Statistic Parametrics. Data collection for the benefits of the analysis was conducted using interviews and questionnaires with Likert scale. This process will begin with the determination of variables and indicator variables that will
further be developed into the form of questions/statements in the questionnaire (including the unstructured interviews). After all the data were collected from the respondents, the processing was carried out electronically, both for processing the data and statistical tabulation which
used the data analysis technique, validity test, reliability test, and multiple regression analysis. Based on the techniques of data collection and data analysis method used, the results showed that the implementation of the local good governance is greatly affected by the duties and authority of the Budget Users; the duties and authority of the Commitment Making Officer,
as well as the implementation of the rights and obligations of the Suppliers of Government Goods/Services. These results have the tendency of contradiction between the respondents’ responses obtained through the questionnaire and the real conditions obtained by the author through the unstructured interviews.
